Dear Editor:
After reading another article about the placement of drainage tiles on Pulaski County roadways, I wondered if another issue was being overlooked.
From a taxpayer’s viewpoint I am concerned whether the correct size tile is being placed at these locations.
I don’t think that the county magistrates and/or the majority of property owners are engineers and, therefore, qualified to analyze drainage areas and subsequently determine the required size pipe at each location.
If a property owner/developer desires to have an entrance into their property, shouldn’t the cost of handling the drainage as well as the cost of the entrance be at their expense?
Under the current system if the magistrate puts in the wrong size tile the county has to then pay the cost for fixing any problems created including a larger tile.
The magistrates at a minimum need to require a permit process for entrances/driveways that are reviewed by a qualified engineer. This would serve the dual purpose of the cost being borne by the person benefiting from the entrance/driveway and would provide a reduction in spending by Pulaski County Government.
